This is a documentation-verification guide. Allowances and limits below are quoted from each vendor's own pricing page on the check date, and Upscayl's from its own repository. We have not run the same source image through all four tools, so no quality ranking or fidelity measurement is claimed.
Four candidates were kept because they cover four different free paths: a design suite, a metered generator with a daily allowance, a generator with a public-by-default gallery, and a fully local open-source upscaler. Tools that publish no free tier on their pricing page, or whose free allowance could not be read without an account, were left out.
Canva is strongest when the image is a component of a larger asset: a post, a slide, a thumbnail. If you only need the image itself, a dedicated generator gives you a clearer view of what the allowance buys.

Ideogram is worth testing when your image contains words, because lettering is where most generators fail. Test it on the exact text you need, then check the gallery setting before uploading anything you would not publish.
This is the only option here that keeps the image on your own machine and the only one with no allowance at all. That changes the economics completely for bulk work, provided the hardware requirement is met.
A shared suite allowance, a daily token grant, a weekly credit grant and a local GPU are four different meters. Check the licence and the visibility of your uploads before comparing output volume.

Canva's pricing page lists the Free plan at US$0 with the drag-and-drop editor, 1.6M+ templates and 4.7M+ photos, videos, graphics and audio, plus 5GB of cloud storage and one Brand Kit limited to three colours. The AI allowance is described as up to 20 uses of Standard or Premium AI.
The feature table assigns specific image tools to tiers. Create an image with Canva AI and Style Match are listed as Premium AI, while Conversational design with Canva AI and Create high-quality video clips with Canva AI are Ultra AI, which free does not include. On free, the Premium image tools draw on the same 20-use allowance as everything else.
When to skip: if you need a large batch of standalone images. A shared 20-use allowance is an evaluation budget, not a production one.
Leonardo.Ai Free: daily allowance for experimentation
Leonardo.Ai's pricing page lists the FREE plan at $0 per month with Fast Tokens 150 / day, a token bank of 150, Creations access: Public, basic quality settings and one personal collection. The comparison table confirms 150 daily fast tokens against monthly grants on the paid tiers.
The Essential plan at $12 per month is where the documented differences begin: 8,500 fast tokens per month, a 25,500-token bank, private creations, enhanced quality settings, unlimited personal collections and two simultaneous generations. The gap between free and paid is therefore about privacy and volume, not about access to the generator itself.
Because the grant is daily rather than monthly, the free tier suits prompt exploration spread over time. It does not suit a single large batch, because unused tokens do not accumulate into a large one-off run.
When to skip: if your images must stay private, or if you need a large batch on one day. Both are documented limits of the free tier.
Ideogram's pricing page lists a Free plan at $0. Its comparison table describes the free credit column as Slow credits — Weekly for eligible accounts, in contrast with the monthly priority credits on paid plans. The FAQ adds that priority credits are available only through paid subscriptions and top-ups, and that once they run out generation continues in a slow queue.
The same FAQ states that by default, all images on Ideogram are published to encourage sharing, and that unpublished generation and image deletion are available to Plus and Pro subscribers. Treat the free tier as a public gallery by default and plan accordingly.
Ideogram does state in its FAQ that it does not claim ownership of generated images and that they may be used for any purpose including commercial use, with the terms of service as the governing document. Verify that wording yourself before relying on it for client work.
When to skip: if the images are confidential or if you need predictable turnaround. Slow-queue generation is explicitly variable and unpublished generation is not a free feature.
The Upscayl repository describes the project as a free and open-source AI image upscaler for Linux, macOS and Windows, released under the AGPL-3.0 licence. There is no account, no credit meter and no per-image cost, and the application is distributed through package managers and direct downloads.
The documented constraint is hardware. The repository states that a Vulkan-compatible GPU is required and that most integrated GPUs will not work. It also documents the failure mode to avoid expecting: Upscayl can enhance low-resolution or pixelated images, but it cannot de-blur or refocus an image, so an out-of-focus source stays out of focus.
Bulk behaviour is worth knowing before a large run. The repository's FAQ explains that when a model does not support an action, the application finishes upscaling every image before applying post-processing, so an interrupted batch can look unprocessed.
When to skip: if you are working on a machine without a compatible GPU, or if the problem with your image is focus rather than resolution.
Start with the licence and the visibility of your uploads, not with the allowance. A free tier that publishes your images by default, or that does not permit commercial use, is unusable for client work no matter how many generations it grants.

Record the allowance and the visibility setting before generating. Note whether the grant is daily, weekly, monthly or one-time, and whether the output is public.
Generate the same prompt across a few sessions. Consistency between runs matters more than a single lucky result.
Test the failure case you actually have. If your source is blurred, low-resolution or text-heavy, test that specific problem rather than a flattering subject.

Limits and when to skip a free plan
Skip the free tier when the output must be private and the plan publishes by default, when the licence does not cover your intended use, when the grant is too small for the batch you need on the day you need it, or when the hardware requirement cannot be met. Be sceptical of an allowance that looks large but is shared. A suite-wide AI allowance is consumed by every feature, so a figure that reads as generous for images may be small once video and writing are included in the same month.

Build a repeatable acceptance checklist
